Turkish Citizenship by Investment: The $400,000 Rule and How the Process Really Works

Av. Mehmet KoruAugust 202610 min read

Turkey's citizenship by investment programme is among the fastest and most accessible in the world. It rests on the exceptional citizenship provisions of the Turkish Citizenship Law No. 5901, and a well-run file concludes within months. But it is not as simple as "buy a property, collect a passport", there is a set of technical requirements running from the appraisal report to the form of payment, and an error in any one of them can set a file back by months. Here is the process as we see it in practice.

One note before we start: thresholds and conditions are updated by legislative changes from time to time. Everything below reflects the position at the date of writing; verify the current requirements before committing funds. This article is not legal advice.

Which Investments Qualify?

You choose one route; combining them is not required. On the real estate route, a single property is not mandatory, several properties whose combined appraised value clears the threshold also work.

The Fine Print on the Real Estate Route

The $400,000 threshold looks simple on paper. In practice, files get stuck on the details:

Family Scope and Timeline

The applicant's spouse and children under 18 acquire citizenship together with the main applicant. The process runs roughly as follows: making the investment and obtaining the certificate of conformity → a short-term investor residence permit → the citizenship application → background checks → decision. With a complete file, the total is measured in months; missing documents, un-apostilled paperwork or an appraisal problem can multiply that.

A note from practice: Recent updates have added requirements such as a residence permit for the spouse, certified criminal record certificates, and a short trip to Turkey for biometrics. Files prepared according to guides from a few years ago are being returned, always check the current implementation practice before assembling the file.

What Citizenship Actually Gives You

Turkish citizenship is full nationality, not a residence permit. Dual citizenship is permitted; you do not renounce your existing nationality. Beyond the right to live, work and study in Turkey, the Turkish passport offers visa-free or facilitated access to more than 110 countries. The programme has no minimum stay requirement.
